Who controls the actions of social services and?

to whom are they accountable as many seem to be unaware of the terrible abuse still going on unchecked in these so called care homes for kids.one lady boasted that she could beat a child without leaving marks.she finished her university training,received her diploma and is still working in one of these centers.she also knows how to bluff her superiors with gifts of flowers,etc

You certainly need to call Child protective services or report it online. Call your state Health and Human Services Department. If you are witnessing the abuse call the local police or 911. If these things are going to get better people have to report.
Reply:they are only accountable to themselves as granted by each states constitution, and or the base factors set forth by the grants that the operate from.
